Kentucky Department of Workers’ Claims (DWC) Chief Administrative Law Judge (ALJ) Robert L. Swisher has been appointed as the Acting Commissioner of the DWC beginning April 1, 2017.  Swisher has been an ALJ since 2010 and has been Chief ALJ since 2014.


Governor Beshear has reappointed Michael W. Alvey to the Kentucky Workers’ Compensation Board and has reappointed J. Landon Overfield, John B. Coleman, Robert L. Swisher and Jeanie Owen Miller as ALJs. He has granted new ALJ appointments to Gregory Allen and R. Roland Case, both Eastern Kentucky attorneys. Allen will fill the vacated term of Judge Allison E. Jones and will serve through December 31, 2014. Case will serve a four year term expiring on December 31, 2017.

Governor Beshear has appointed  Robert L. Swisher and Jeanie Owen Miller administrative law judges in the Department of Workers’ Claims. Swisher, who replaces ALJ Donna Terry, is a partner with the Northern Kentucky based workers’ compensation defense firm of Jones, Dietz & Swisher.  Swisher is a graduate of the University of Notre Dame and the University of Kentucky College of Law.  He has been licensed to practice law since 1979.

Miller, who replaces ALJ Irene Steen,  is an Owensboro, Kentucky attorney with several degrees from the University of Kentucky.    Miller’s law practice focused primarily on personal injury, disability and workers’ compensation law.  She has been licensed to practice law since 1984.

Both will serve terms expiring Dec. 31, 2013.  The appointments are effective Jan. 1, 2010.

The Kentucky Department of Workers’ Claims reports the reappointment of ALJ Overfield and ALJ Coleman for terms to expire December 31, 2013.  Additionally, the Nominating Commission has made three recommendations each for two additional ALJ posts with terms also expiring December 31, 2013.  The recommendations are:  Tyra L. Redus, Effie Layne Stidham, Robert L. Swisher, Michael W. Alvey, Jeanie Owen Miller, and Tram Runnels.

Redus is a former U’Sellis & Kitchen attorney and was admitted to the Kentucky Bar in July of 2004.  Stidham was previously an attorney with Morgan, Bailey & Collins.  She is presently in solo practice in Wooten, Kentucky. Swisher is a partner with the Northern Kentucky firm of Jones, Dietz & Swisher.  Alvey and Miller are Owensboro attorneys.  Runnels is a Western Kentucky attorney who was previously recommended by the Nominating Commission to fill a vacant ALJ post in June of 2008.
